What does this Pull Request accomplish?

Update Python calls in diff stage to use the Python launcher instead of relying on python and scripts to be added to Path.

Why should this Pull Request be merged?

The diff stage is failing now that we are building on new build nodes without Python and Scripts directories added to Path. See failure in DSF PR.

What testing has been done?

Modified a VI in this branch to force diff pipeline to run.
