Initial support for VeriStand 2024 #199

What does this Pull Request accomplish?

Adds initial support for LabVIEW and VeriStand 2024.

Why should this Pull Request be merged?

Needed for a future release.

What testing has been done?

PR build.

@rtzoeller I think the tests will fail for this since the dummy dependencies are not updated to new locations in the new LV version, but you can point other custom devices to use this build tools branch in the pipeline build to test those.

Edit: You should also be able to get to the dependencies step at least, to see if the first parts of the build are working.

I copied the 2023 assets to a 2024 directory for now to get unblocked.
