Install custom device development tools error codes file #30

What does this Pull Request accomplish?

Create and install an error codes file for the custom device development tools.

Update the custom device serialization library to use error codes in this range.

Why should this Pull Request be merged?

We should be using reserved error codes.

What testing has been done?

Confirmed that the new error codes are returned by the library. Inspected built package to confirm error codes are installed correctly.
