What does this Pull Request accomplish?

Mass compile repository to 2016. Remove config file.

Why should this Pull Request be merged?

LabVIEW/VeriStand 2015 and 2019 cannot be installed side-by-side with drivers.

What testing has been done?

Ran unit tests.
