Clean Open Data Log File VI #36

What does this Pull Request accomplish?

This PR incorporates suggestions made by @dbendele in my previous PR 35 for the Embedded Data Logger Engine.lvlib--Open Data Log File.vi

Why should this Pull Request be merged?

This code change also ensures we use the same Log File start time for both the TDMS property, as well as for the timestamp we use later outside this VI.

What testing has been done?

No unit tests were added/edited.
