Enable building for 2021 64-bit #45

What does this Pull Request accomplish?

Builds the custom device for 2019 and 2020 32-bit and 2021 64-bit. Removes 2017 and 2018 support. Removes Pharlap and Linux ARM support.

Why should this Pull Request be merged?

The custom device will need to be built for 2021 64-bit to support VeriStand 2021.

What testing has been done?

Built dev branch and verified correct versions of LV were used.

I was pleasantly surprised by the lack of build.toml changes.

We will also need to update the CD XML to not specify support for Pharlap and Linux ARM, but I think that can be deferred out of this PR.
