Relink testing tools VIs to vi.lib and update readme #67

What does this Pull Request accomplish?

Testing Tools were recently updated and as a result the linking in this repo is outdated. This updates the links to point to an install of the testing tools. Updates readme

Why should this Pull Request be merged?

New pulls of this repo + testing tools will require this relinking every time as it is now.

What testing has been done?

No longer throws linking errors when opening the repo with testing tools installed.
