Create stub files for unsupported targets #86

What does this Pull Request accomplish?

Create Linux ARM, PharLap, and VxWorks stub files during build.

Why should this Pull Request be merged?

Prevent loading dialogs when opening existing system definitions.

What testing has been done?

Opened a test asset system definition and confirmed I did not get a loading dialog or errors.
