Generate stub files for obsolete targets during build #269

What does this Pull Request accomplish?

Generate stub files for Pharlap and Linux ARM as part of the build.

Why should this Pull Request be merged?

These stub files prevent VeriStand from complaining about missing files during project load.

What testing has been done?

Loaded a system definition containing existing instances of all three custom devices and confirmed no errors were reported for Linux ARM or Pharlap.
