What does this Pull Request accomplish?

With https://github.com/ni/niveristand-custom-device-build-tools/pull/163 the target variable needs to be defined in dependency file paths.

Why should this Pull Request be merged?

This will allow the build to continue working with changes in https://github.com/ni/niveristand-custom-device-build-tools/pull/163

What testing has been done?

PR Build should pull in dependencies successfully.
