Add cRIO and C Series Help to Slot Page #228

What does this Pull Request accomplish?

Add the 21.8 CompactRIO and C Series I/O CHMs to the repo source Add a button on the Slot page to open the top-level CompactRIO CHM (which then links to the C Series CHM)

Why should this Pull Request be merged?

Address issue #226

What testing has been done?

Built and tested the changes in 2019 (source version)
