update release version and fix custom packaging #232

What does this Pull Request accomplish?

updates the release version and removes the quarterly release version now that it is derived in the build tools. Also updates custom packaging to use 23.3.0 and derive the quarterlyReleaseVersion

Why should this Pull Request be merged?

release version is currently behind what it should be.

What testing has been done?

PR build output should be Q2.
