Turn off jenkins, switch azure from prototype archive location #239

What does this Pull Request accomplish?

Remove the build line from the Jenkinsfile
Update azure-pipeline.yaml to point to main archive location, and also updates to use dependencies from main archive location
Remove build.toml

Why should this Pull Request be merged?

this is a final step for the move to azure pipelines

What testing has been done?

PR Build outputs should be in the right places.
