What does this Pull Request accomplish?

Mass compile repo with LabVIEW 2020

Why should this Pull Request be merged?

We are no longer supporting 2019, so we should base all repos in LabVIEW 2020

What testing has been done?

Pending PR build

The build is failing due to the diff timing out after an hour, but all of the individual builds and packaging was successful. The PR touched 812 files out of a possible 818 total LV files on disk (see breakdown below), so I'm happy with the coverage: 689 .vi 71 .ctl 6 .lvproj 52 .lvclass
