Stop building CHMs for System Explorer pages #257

What does this Pull Request accomplish?

Stop building CHMs for System Explorer pages. Just display the raw HTML.

Why should this Pull Request be merged?

Baby steps towards stopping shipping any CHM files with this custom device.

What testing has been done?

Navigated pages in System Explorer and confirmed I could view the documentation.
