Minor updates to the Create Steps example in the Test Monitor API #11

What does this Pull Request accomplish?

There were a couple fields in the Create Steps example of the Test Monitor API that caused some confusion, or were invalid entirely. Updated the example to better reflect a normal use case

Why should this Pull Request be merged?

Updating public docs to reflect internal changes

What testing has been done?

Tested the generated docs in a swagger rendering tool
