What does this Pull Request accomplish?

This pull request adds swagger documentation to the Package Repository Service.

Why should this Pull Request be merged?

It is documentation to the Package Repository Service that is missing.

What testing has been done?

Tested that the swagger generated page hits the correct routes and the responses are the ones described by the swagger document.
