Add Swagger document for tag historian #45

What does this Pull Request accomplish?

Documents the existing tag historian HTTP API.

Why should this Pull Request be merged?

Provides documentation for developing clients for the tag historian API.

What testing has been done?

Imported the document into Insomnia and made several requests. Generated a C# client and verified it built and appeared to have all of the correct data types.
