Per a discussion with @prestwick, @fredvisser, and @spanglerco, we're removing the delete-values-by-range route from the tag historian's swagger doc until AzDO 336499:Deleting values by range isn't working in some cases is prioritized.
The route isn't very useful if it can't delete values from within buckets, so we don't want to document it until that behavior is fixed.
Linted the doc in editor.swagger.io.
