Add gcc 9.5.0 (x86_64 SEH) #597

This adds gcc 9.5.0 to mingw-builds. I tested it with x86_64 SEH mingw-w64 v10. I know it doesn't work for i686 (I'll have another set of pull requests for i686 to cover gcc 8.5.0/9.5.0/10.3.0).

Eeek. I've got local merges in there. I'll re-do.
