GitHub Actions run of pytest has problems

• Errors are reported, but the Action still succeeds
• The --log-cli-level=INFO is not being output to the log
• Add in bioformats2raw library
• Don't run test target if there are no code changes

It appears that the pytest debug output is now being displayed. Need to add install of bioformats2raw to the build.

Added the bioformats2raw install in main.yml which also requires java to run.

Still need to mark the build as failed when the tests fail, but will wait for Prefect2 as that should make failure detection much easier.
