running trunk code on windows causes invalid TOC.html #58

Running it against pentaho 4.2.1 release on windows.
(have the packaged release working)
running in spoon.

the Hierarchical is empty and all the links in the the toc.html map to html.html

command line or at least the parameters.

I ran it from within spoon, not from the command line.

i explicitly set the 3 parameters in document-folder.kjb

with the r45 code i found that the links it was creating were OS dependent. i 
brute forced it and made the file separator / See attached. added 4 steps named 
"change file separator" had to change it both for the index.xml file and folder 
and the param_value_filename that goes into the script. I'll look at head code 
and see it this is related to this issue

i got it working better on windows. the diagram is not being drawn correctly.
I added changing the pathing in the attached transformations
