Add options to the widget so that developers can configure the title and description displayed when no Category sys_id is provided in the URL.
When the Category is provided, the widget displays the Category name and Category description, but the widget should still provide a title and description even if the Category is not provided (ie. when all top-level Categories from a Catalog are displayed). Currently the title is hard coded to display Categories and the description displays Service Catalog Categories.
