Feature request: being able to find if the person within 10m is using Aarogya Setu app #488

Say suppose there are two person meeting. Person 1, would like to see if the person 2 is using the app or not. Person 1 uses Aarogya Setu app to ping the person 2 who is within 10m to check if person 2 is using the app or not.

The ping request can be done through Bluetooth and verified through pinging the device through internet.
