Empty topos in topo list

What happened?

Go to El Elefante in Setas en el Parque Central and swipe through the topos:

• There are "topo is locked" images among the free topos. As you continue using the app and that area, there seem to be more and more topos locked. After some time all the topos of El Elefante were locked for me, had to restart the app
• There is an empty content between "39 Humero ..." and 42 "Power to ..." Is this maybe an annotation?
• Route/topo list in the app seems random (check the label numbers as you swipe)

What you expected:

• [x] All topos visible, no Topo-is-locked images
• [ ] No "empty" topos

• locked topos will be solved in v154.
• Empty topos: this is a database failure, we dont hide specific items (as wrote at other issues, the code would be a mess)
• order of topos: it needs an update on the api (there should be sibling sequence in index detail), open task

The locked topo issue is fixed, please check. The empty content can re-labeled as a later Enhancement.

Topo order and locked topos looks good. I've updated the checkboxes in the first post.

Seems like the app tries to display topos that are not there anymore (first 3 on the app). Traverse topo lacks the lines.
