Map: Clustering not working on lower index levels #68

on lower levels the map clustering seems not to work.

all donuts from sibling areas are shown regardless of how close this makes it hard to aim and also to read the sector name.

"text allow overlap" function was disabled in the last release. We change this back to allow. An additional consequence will be that some texts will not appear if 2 markers are really close to each other (until you dont zoom in enough).
