Add basic file IO functions for use by extensions

Brief Description of the Enhancement

Create some basic IO functions that can be used by extensions

Describe the benefit of this proposed enhancement

Avoid repeating common File IO functions that may be required to extensions

Code examples, pseudo code or any other technical description of the proposal

File IO functions to include:

• Create a directory - return the path to the directory
• Create a temporary directory - return the path to the directory
• Delete a directory
• Delete a temporary directory
• List files in a directory - Return a list with file objects, where each object is the file path, name, size and optional checksum
• List file in a directory recursively - Return a list with file objects, where each object is the file path, name, size and optional checksum
• Copy a file
• Read a text file - Return a string with the file content
• Read a large text file with a callback for chunk processing
• Determine the checksum of a local file - Returns the calculated checksum as a HEX string based on the selected algorithm (MD5 or SHA256).
