Add the API end point /pulls

This allows us to query the scraped information as well as other related information like

users involved
links
- unclassified
- to issues on github
- to issues on other trackers (django, ...)
- issues tagged as first-timers-only
when implementing this:
- make it easy to create a new type of tracker (regex/function/own module) ando classify it.
