If either of the miners needs "all" the hardware then you might not be able to run 2 miners simultaneously, right? And some older cards cannot support running 2 things at the same time easily.
I think I understand the goal, but I'm not sure how much would be gained and by how many users. I shifted my profitability threshold from the default 5% to 1%, so something like this would be neat to me (less loss from switching algorithms). I just don't know how practical it is to try to merge two independent programs like that. If this was all one program, then tuning to that level sounds more possible.
OMG Joe you are filling up my inbox with ideas and suggestion of what i can only state is from a mining noob. Please do some more research and gain some more experience before flooding github with ideas which have A) been suggested before, B) or are a nice idea but not a possibility in practice
On switching miners: Performance could be increased when a new active miner would be launched a few seconds before the old one will be shut down. I suggest a configurable interval (per miner) that will keep the previous miner running until new miner is fully initialized (e.g. DAG downloading on ETH). This also applies to NHML.
