Package name #5

There's now a preferred convention that the package name, lisp file name, feature name and symbol prefix should all be the same. Given that all symbols are prefixed world-time, should we rename the package to just world-time for consistency? I can work it out with the MELPA maintainers if useful.

Not without a plan as to what should happen afterwards.

It appears that there are things that could be improved and maybe @nicferrier would like to address them himself but hasn't gotten around to it yet, or he would agree to hand this over to someone else. This isn't an important package and isn't used by other packages, so if he were to hand it over to someone else, then I would prefer a transfer to the user account of the new maintainer.

I recommend that you first intensify your efforts to get your pull-request merged.
