Reset owner on legalese.el, winpoint.el #21

I'm the author of legalese.el and winpoint.el and would like to get ownership on marmalade for them :-)

My marmalade username is forcer.

The package Pymacs is also outdated, and the owner, Galen, has no e-mail address to contact. I'd be happy to take over that package and keep it updated.
