Provide system to claim ownership of a package #22

The about page of Marmalade claims " Marmalade makes it easy to add the original author as an owner should they take an interest in the package.". This is currently not true. Apparently it requires to open an issue against this repo which requires a Github account and is not documented. Please provide an easier way for package maintainers to claim ownership to their packages and add a short howto.

(Found while trying to upload a new version of hideshowvis with username shjk).

Make an issue on http://github.com/nicferrier/elmarmalade and I will investigate and give ownership.
