3 years ago it's not a bug, you now have to put the tool in the wand, open the wand menu (Y) and use the pick tool button to transfer tools.

Forge version 2.2.0 and 2.2.1 is bugged cant destroy with tool in off hand!
Version 2.1.4 is it working as it should
