Game Phase Timer #88

Description

Added a game phase timer and display. Game phase timer can end game phase at the end of a set timer.

How Has This Been Tested?

Tested locally with multiple clients to ensure that the timer updates in a regular manner (not sure how this would work with network lag but should be relatively manageable).

Also added unit tests to verify performance in an automated manner.
