League Commissioner

I think league commissioners should be pegged to their respective leagues.

I can do it if you don't want to fool with it, though I can't give a good
time frame as I have pretty limited time.

This would keep people from creating tours in the wrong League.

Should we allow commissioners to be "assigned" to commission/schedule in 
multiple
leagues, or just one?

I think one league should be fine.  A league would be big enough that a single 
coach
shouldn't be running another league.
