Easier to configure settings #615

It would help to allow users an interface to configure the settings.  It 
doesn't matter if these are stored in the database or stored in a ini type 
file.  Rules, the front page stats, and welcome message are the key settings.

This is of lesser priority, sorry. We're trying to keep the code simple and are 
currently only doing bug fixes for the time to come (until I/we have more time 
to implement new large features).
