Cyrillic issue #21

Hi, i have csv file with cyrillic names. It outputs them like ??????, while 
with latin i got no problem. i use 4.3 beta. Thanks.

What's the character encoding of the file? Encodings tend to be a bit of a 
headache, personally I use Unicode whenever possible.
