Port to Mac/Linux #5

Traditionally this application only supported Windows, but now that Paradox Interactive is moving EU4 to all platforms, Pdoxcl2Sharp should also work on all platforms.

Unfortunately, .NET is not on Mac or Linux so a solution would be to use Mono
