apply policy on preCreateUser and some corrections of spaces/tabs

Tested on on ownCloud 8.1.5 and ownCloud 9.0.0

@nickbooties @pangol16 @r2evans Can you please test?

@nickbooties can you please test this? If this is merged, I will fix all code check errors, so you can create a new release.

I have switched to nextcloud. There is a built-in password policy. So I have no need for this app.
