How about adding an option in password policy settings, to apply the policy on share passwords? If the option is set, a new hook will be registered to: https://github.com/owncloud/core/blob/7d7a595969a70be2afe857eb5cedd16dfc999e0c/lib/private/Share20/Manager.php#L139
