Problematic dependency in `requirements_py3.txt` #46

In the python3-update-branch, the new requirements_py3.txt file includes a reference to a dependency that does not exist on PyPI: jupyter-notebook==6.0.0. @nickduran, can you update the dependency in a new commit or post below? Thanks!
