Fixed the College Merge and changed the input file names based on the new file organization

Thanks @PranavM98 @dapoade ! Added some comments -- main one is that we don't just want to drop dups by name-state if we don't know why those are there. It solves the problem, but if those are there because of multiple campuses or something, we want to process that (e.g. merge separate campus polygons into a single multipolygon).
