Added the Regions Code to 30_campuses_w_dist_to_nearest_pp #66

  1. Added the Regions Code into 10_code/30_analysis
  2. Updated the 30_campuses_w_dist_to_nearest_pp (now includes region as a column)
  3. There are four regions a. North-East, West, Mid-West, South, Other (Other - 'AK', 'AS', 'GU', 'HI', 'MP', 'NA', 'PR', 'VI', 'FM', 'PW')
