Clean and analyze remaining ballot ready files

Hi All,

I updated the Ballot Ready cleaning file so that it cleans 2020 EV, 2018 EV, 2020 Dropoff, and 2018 Dropoff. Additionally, I did some analysis on Ballot Ready's data coverage and summarized them below.

For 2020 Early Voting:

• Covers 45 States
• 9,852 Polling Places
• Potentially 250-300 duplicates based on address

For 2018 Early Voting:

• Covers 37 States
• 8,187 Polling Places
• Potentially 800-1,000 duplicates based on address

For 2020 Dropoff:

• Covers 48 States
• 12,619 Polling Places
• Potentially 1,400-1,500 duplicates based on address

For 2018 Dropoff:

• Covers 5 states
• 1,383 Polling Places
• Potentially 200-300 duplicates based on address

Reminder from Alex's email:

A few notes: you may see a few duplicates because of how we store this data (we have 1 polling place per location entity, so a voting location serves multiple counties or something, they'll appear multiple times). We removed some of these duplicates (such as in NYC, where 1 voting location serves 50ish precincts) but they should be otherwise deduped.
