Add publisher entry to Control Panel

Based on the best practices for developing apps for windows, the Registry Key for publisher should be set.

Additional work should be completed to also set the DisplayVersion registry entry based on the version of the application

However, my comment about adding in the DisplayVersion would fix an issue with winget where it always reports an upgrade available
