Project or library?

Is this project intended as s project or library?

It's looks like a project, because:

• contains files which is called directly (cli.php),
• README expects this package used directly,
• it links files directly through require command,
• uses global constants which hasn't any common prefix in name.

But it's has few symptoms from library type:

• composer.lock is excluded from Git.

Thank you. It's meant to be a standalone project. I'm not sure why I had composer.lock excluded. I just added it.
