Fix license in about dialog #148

PNMixer is GLP-3 not "GPL-3 or later", which is a semi-defined term. The default gtk3 about dialog includes the "or later" term by default and the gtk2 version accidentially includes it. This removes it.

The source files already exclude later versions of GPL-3, so I think this is just a consistency fix. However, just in case pinging @nicklan
