[Code] upstream RedfishDebugLib to edk2 #22

Update RedfishDebugLib to edk2/redfishpkg and modify edk2/RedfishPkg/RedfishRestExDxe/RedfishRestExProtocol.c to use this library.

Propose new BIT like: BIT15 Redfish Driver message.

  #  BIT12 - BlockIo Driver message.<BR>
  #  BIT14 - Network Driver message.<BR>
  #  BIT16 - UNDI Driver message.<BR>
