Make default option 2 years prior to $install_date instead of 20210101. Add spring cleaning feature to run annually if possible, export a cron perhaps?

added default option as 2 years prior with afa34ab on dev branch

Likely requires some kind of DB to know when last run, and a few more dependencies. Will revisit at a later date but for now, no.
