Migrate to Bootstrap 4 #64

Bootstrap 4 is a major rewrite of Bootstrap which will involve design changes over the entire website. It more modern browser support, new components, and a lot of API simplifications, so it's definitely worth upgrading to despite the effort and risk.

Bootstrap and Bootswatch 4 are now out. This is now high priority.
